The Texas Department of Housing and Community Affairs has awarded a $3.1 million low-income housing tax credits grant to the City's Community Development Department for the construction of 22 single-family homes in San Angelo's Blackshear neighborhood.

The homes must be completed in two years. Construction on the project is slated to begin spring 2009. Land for the homes has already been cleared south of Blackshear school. Once completed, the new Blackshear homes will be subsidized housing, and the program will be run by the Department of Housing and Urban Development.

"This is for neighborhood revitalization," Bob Salas, the director of the city's Community Development Department, said. "Once you start revitalizing an area, people respond. It's not just to house 22 families."

The grant money is solely for Blackshear, which is one of four neighborhoods targeted by the city for improvements. The others are Reagan, Fort Concho and Rio Vista.

Galilee Community Development Corp., an organization that builds homes for low- to moderate-income families, will be a co-developer with the National Development Council on the project.
